People lie on their profiles about their age all the time. It happens on all internet dating sites. My guess is that it's even more common than women reducing their weight, or men increasing their height. Throw the young lady a break. If you only answer posts of people who never lie on their profiles, there would be so few threads to respond to that you'd have to find something else to do with your time. And... that would be TERRIBLE! Regarding whether you're getting strung along, my own answer frankly is, "Almost certainly, yes." No way in hell would I wait two months or more to meet someone on the internet. I met my current girlfriend seven days after we emailed each other (on another site), and I've never waited very long. My attitude is that I hit on women who are hot, which means other men are going to want to meet them, too, so I'd better bust my ass before some other guy makes himself more interesting. And, on the other hand, if she isn't interested in meeting with me, I've got better things to do with my time than email forever. If I were trying to meet an 18-year-old, I'd move fast, because I'd have to. Bottom line: either this guy has no intention to meet, or no idea how to date a woman much younger than he is. Either way, not a good sign.
