He was injured by a loose grenade that fell off the vest of another soldier as they got off a helicopter, according to the sources at Wikipedia- nothing about anyone being drunk.

So yeah, putting images of terrorists juxtaposed with Max Cleland, a man who was awarded the Bronze Star for bravery during the Battle of Khe San is a smear.
Even worse, it was done by Saxby Chambliss, a chickenhawk who dodged the draft during that same war.
See, I don't condescend to people like Dick Cheney or Saxby Chambliss; condescension requires that you feign respect for the subject; I can't feign anything short of contempt for those cowardly weasels.
