The other developing countries are taking action much more quickly than we are and as technology becomes available the developing world is doing so as well. We're pretty much the sole foot dragger.

Free energy at last! Just think of it: If we build towers two miles high, we can use the thermal difference between the cold top and the warm bottom to generate electricity. And we could live in the top where there is a cool breeze, say one million people per tower. Ten thousand of such towers would house more than the entire current world population.
