Are we to surmise that the highway money raised from existing sky-high fuel taxes doesn't go where its supposed to?

No,we "are to surmise" that the existing tax has lost a great deal of value to inflation....and needs to be raised accordingly.
Of course to reach such a conclusion you might have to let go of some of your rigid ideological dogma....and we both know that's not going to happen [8D]

When I read about this issue I found about pension smoothing. Although it sounds like an S&M term, it's something else altogether.
