It could been outdated the way they conduct it. They should simply ban any Muslims who post on the internet any support for Muslim terrorists group for a start. I think that will be fair. If they support ISIS, they support the destruction of America, they shouldn't be allowed in. Can the banks be forced by laws to track down any donation of money to terrorist organizations too? People who donated money to their cause should be banned too. It isn't Muslims he opposses, it is that ISIS has bragged about slipping terrorists in among the refugees. If they couldn't catch the Ca attacker with 3 agencies they need to improve the checks a lot before they can let them in. I think you agree with this basic premise. He said nothing about deporting Muslims who are U S citizens, or even non citizens who are already here. This is just a red herring to turn this into religious bigotry rather than a concern about security.
