I'm starting to take an interest in this one guy who lives pretty far away. Unfortunately, he is really bad about following through, and doesn't call back when he says he will. If this is the best it gets in the courting stage, should I just throw in the towel early?

My vote is for "throw in the towel". Warning, bluntness to follow. The courtship stage is usually when they are on their best behavior, when you would expect the MOST contact. At this point, you're not that high on his list of importance; he is allowing other things to take precedence. He's just not that into you.

Now, once you stop making all the effort, he may come to realize your importance to him, you never know.
