It's because they are still needed in a western society that allows special interest groups and religious organizations to spew their hatred under the bullshit guise of freedom of religion and freedom of speech.

Assault is assault regardless of who the victim is.
Murder is murder regardless of who the victim is.
Both the act and the threat can be dealt with under current law.
Making it a different crime to assault a gay person is giving them different treatment under the law.
And none of this makes the west as bad by any stretch of the imagination as bad as those countries where the government will execute you for being gay.
Or for that matter as bad as Russia where you can't get a drivers license or teach if you are gay.

Because as a country we realize that hate crimes are wrong so we have started all those groups that you so nicely listed to stop it. Now unless you can list organizations in the other countries that do the same thing I would say we have spotted at least one of the differences between the two.
