Part of the reason for a fitting is that most females are never taught how to correctly fit a bra and are repeatedly buying those with too large of bands and too small of cups (other combinations occur, but that's the most common mix). A quality fitter will check: Ribband: make sure the female is not squeezing themselves into too small a band or using too large a one by checking it's tension, back-riding, breathing space, the flat fit of the bit between the breasts (can't remember what it's called at the moment), and (if appicable) that the underwires are not too closely or widely spaced for the placement of the breasts on the female's ribcage. Straps: proper tension, that they are not carrying the breast weight, their placement in relation to the ribcage and shoulders of the female Cups: placement on the ribcage, that the female knows how to fit her breasts in correctly (seems like this would be obvious, i know, but some do not); looks for the signs of ill-fitting cups such as gapping, wrinkling, bulging (over, between or out the side of the cups). Over-all movement: that twisting, bending over, and a bit of jostling doesn't cause slipping from, bouncing of the breasts, or any pinching from wires or elastic.
