Its never everyone even in the case of governent, drunken doornutz (donitz) as an example. Using the term jews, whites, blacks, nazis is nothing more than an identifier simply to say more than one and more than one does not equal all. Now people may in their mind blur it all together to equal all but that is none the less not that it means. No way it does not imply "all jews" any more than it implies all catholics are pedophiles and neither can you draw from that the assumption that some antisemetic remark will follow. you are really stretching it pretty thin on this one.
