1. Right. My head tells me that not having sex will lead to fewer pregnancies than two people (of opposite genders who both have the actual potential to be fertile) having sex, regardless of their chosen use of birth control.

Typically, if you have a 1 in 100 chance for condoms and 1 in 100 chance for the pill (both numbers are made up and any resemblance to the true odds are purely chance), you would multiply them to get odds of 1 in 10,000 chance, or 0.99% risk of pregnancy. While that is extremely low, that's not necessarily 100%.
