The federal budget actually has decreased in Biden's first two years, and it was supposed to, as pandemic spending was no longer necessary. The Congressional Budget Office (CBO) did project a larger decrease in the deficit, but $1.7Trillion isn't an insignificant amount. I don't think Biden deserves a pat on the back for it, but I don't think he's lying either. It's just a thing presidents kinda have to do.
